Description
Winter Storm Belle hit Chicagoland with a whallop, dropping a foot or more of snow in less than 24 hours. But before it snowed, it was rain and freezing rain, which meant that when it did turn to snow, surfaces were slick and sticky with ice, so the snow stuck in great clumps. This protected area on the side of a wooden railing only saw a few flakes, but even those were trapped against the wood by the underlying ice and frost.
